Cyrus Baghelai, Chairman/Chief Executive Officer
Cyrus
Baghelai has more than 25 years of research experience
managing and conducting major analytical studies. Many of those
studies have involved developing and applying microeconomic theories,
econometrics, operations research, and statistical and mathematical
models.
His
experience in the energy, health, housing, and aviation fields
includes program evaluation, economic analysis and econometric
modeling, cost/benefit analysis, impact analysis, policy analysis,
contingency analysis, statistical analysis of survey data, and
environmental impact analyses. He is the hands-on project director
for many contracts with government agencies
He
has extensive expertise in policy and program research, data
analysis, evaluation studies, statistical analysis, econometrics,
survey research, and applied mathematics.
An
economist and operations research analyst by training, Mr. Baghelai
has served as Principal Investigator and Project Director under
contracts on behalf of many Federal agencies, including the
Department of Health and Human Services, Department of Housing and
Urban Development, Department of Transportation, Department of
Energy, Department of Labor, Department of Veterans Affairs,
Department of Homeland Security, Millennium Challenge Corporation,
Small Business Administration, and Corporation for National and
Community Service. These efforts have utilized Mr. Baghelai’s
technical expertise in areas requiring complex analytical and
statistical capabilities.
Mr.
Baghelai’s capabilities extend to significant project
management skills that have been applied to multiple, concurrent, and
quick-turnaround studies under task order contracts and basic
ordering agreements. He has managed large-scale research initiatives
ranging from an assessment of HUD’s Community Development Block
Grant program, to providing technical assistance for policy review at
the Federal Aviation Administration, to evaluating the Medicare
Recovery Audit Contractor demonstration on behalf of the Centers for
Medicare and Medicaid Services.
Mr.
Baghelai is adept at ensuring the overall quality of work while
conceptualizing, organizing, directing, overseeing, and maintaining
professional standards and fiscal responsibility for all aspects of
project performance. His combination of technical, managerial, and
leadership skills have been utilized for the benefit of multiple
local, State, and Federal Government programs.
Mr.
Baghelai has published widely and diversely in areas that range from
comparing program data collected on the impact of spinal cord
injuries to assessing uncertainty in the nation’s energy
modeling system.
Mr.
Baghelai holds a B.S. degree in Economics from the National
University, an M.S. in Economics from the University of Southern
California, and an M.S. in Operations Research and Industrial
Engineering from the Illinois Institute of Technology.
