Kathryn Langwell, President
Kathryn
Langwell has more than 25 years of experience in designing
and conducting research, demonstration projects, and evaluations of
health care policy issues. Her expertise extends to survey design and
methodology, sample design, database development, analysis of large
databases, quality measurement, and performance assessment.
She
has served in a variety of roles, including Research Associate,
Senior Economist, Senior Fellow, Director of Health and Policy
Analysis, Visiting Assistant Professor, and Deputy Assistant Director
of the Congressional Budget Office, U.S. Congress.
Ms.
Langwell has testified and provided briefings nationwide regarding
health policy and program reform, including before U.S. congressional
and State legislative committees. She has worked on behalf of
numerous agencies within the Department of Health and Human Services
(DHHS), serving as Project Director for the initial five-year
implementation of the Medicare Managed Care Consumer Assessment of
Healthcare Providers and Systems (CAHPS), and as Co-Principal
Investigator for the Medicare CAHPS Subgroup Analysis for that
project.
Ms.
Langwell has served as Project Director and Principal Investigator
for numerous large multi-year program evaluations and has exceptional
experience in conducting qualitative research and case studies that
provide context and information for program planning and development.
Her research includes studies of health insurance coverage and the
uninsured, Medicare and Medicaid coverage and expenditures, the
impacts of cost containment strategies on health spending, and rural
health care.
Ms.
Langwell’s most recent research efforts have focused on the
role of access and financing barriers on racial and ethnic health
disparities, particularly for American Indians. She was Project
Director for a study of American Indian Eligibility and Enrollment in
Medicaid, the State Children’s Health Insurance Program
(SCHIP), and Medicare; Co-Principal Investigator for DHHS’s
Tribal Self-Governance Evaluation Feasibility Study; and has
conducted research on barriers to American Indian and Alaska Native’s
access to DHHS grant programs.
She
currently serves as Principal Investigator to develop a comprehensive
inventory of all health care data collection initiatives throughout
the United States that can be used to inform policymakers,
clinicians, and consumers, and as Principal Investigator to develop a
national framework for quality measurement.
Ms.
Langwell has published widely and serves as a Reviewer for numerous
professional publications, including the Journal of Health
Economics, Health Care Financing Review, and the Journal of
Health Politics, Policy, and Law Inquiry.
Ms.
Langwell holds a B.A. degree in Social Sciences and Communication and
an M.A. in Economics from the University of Southern California.
