Richard Hilton

Richard Hilton, Ph.D., Sundance Senior Staff Associate, has more than 25 years of experience providing professional support services to public- and private-sector clients. Dr. Hilton’s primary areas of expertise are survey research design and implementation, program evaluations, qualitative research methods, training design and implementation, and group facilitation. He has directed projects for eight Federal departments, including the U.S. Departments of Agriculture, Defense, Energy, Health and Human Services, Housing and Urban Development, Labor, Transportation, and Veterans Affairs. Dr. Hilton has extensive “hands-on” experience at all levels of Federal program implementation, having worked with Federal, State, and local staff in more than 300 communities in 41 States. He currently serves as a senior researcher under two Task Order contracts on behalf of the Agency for Healthcare Research and Quality, including (1) developing an inventory of health care data collection initiatives to inform practitioners, policymakers, and the public; and (2) creating a national framework for quality measurement. He also recently served as a senior researcher on the first independent assessment of the Department of Housing and Urban Development’s Indian Community Development Block Grant program. Dr. Hilton holds a B.A. in Political Science and an M.A. in Philosophy from the University of Southern California, and a Ph.D. in Economic History from the University of Michigan.
